Adjustable Voltage and Current circuit using variable resistors

I wanted to make a circuit to adjust either the voltage or the current(not both of them at the same time) to the load using variable resistors.I put 1 variable resistor in series to adjust the voltage and another one in parallel to adjust the current like this:

The range of variance or the effecinecy of the circuit are not important,now I have a few questions:

1) Do I need to connect the third pin of first resistor to ground or will it work without that?

2) If it works without the ground connection what is the difference?

3)Is there a better way to do this if I dont want to buy pre-made circuits?
