AWS elastic beanstalk .ebextensions append to file

I'm trying to use a .ebextensions config file to append to the httpd.conf file, just to stop caching of some files, but unfortunately it just overwrites the file rather than appending to it. Here is the syntax I'm using:

files:   "/etc/httpd/conf/httpd.conf":     mode: "000644"     owner: root     group: root     encoding: plain     content: |       <filesMatch "\.(js|css)$">         FileETag None         <ifModule mod_headers.c>            Header unset ETag            Header set Cache-Control "max-age=0, no-cache, no-store, must-revalidate"            Header set Pragma "no-cache"            Header set Expires "Wed, 11 Jan 1984 05:00:00 GMT"         </ifModule>       </filesMatch> 

Any help appreciated on stop it overwriting and only appending.
