BitBucket on Windows: Server refused to start a shell/command

Today I installed BitBucket server on Windows machine and having issues connecting with SSH keys.

I generated key using PuTTY Key Generator, key type: SSH-2 DSA.

Then I pasted the public key in BitBucket's interface: Administration -> Users -> Alex -> SSH Keys

But having issues connecting with Putty, here is debug information from plink.

Please help.
