controlling service startup

I have configured OpenVPN on my computer as a startup service in the /etc/default/openvpn file by adding the line AUTOSTART="<config-file>" and it now starts my VPN each time I boot the PC, yet I would like the service not to start before I log in as root, so that I can connect to my 'user' account without having to su and stop the service. What is(are) the correct way(s) ??
