How can I view and monitor IP/Host in local network? [on hold]

Let in my working environment approximately 40 computers are connected in local network. I want to see the running IPs and bandwidth uses by them while I am not hosting the network I am just an user like others in the network. I have some questions-

1: Let 30 computers are connected in local network then how can i see that what are the IPs of the computers with their host name and user name? Is their any tool to display the list of IPs, Host Names and/or user names bu using terminal, windows cmd or any tools?

2: Is their any terminal command or tools so that I can find the bandwidth and their Internet uses details used by these computers?
