how do i enable sql server 2014 to handle all (most) languages

I need to be able to have nvarchar columns handle multiple languages. I see options under collation to do specific languages (i.e. Romanian). Strangely Russian isn't in there. I thought there was a utf-8 collation of some kind.

I looked here https://msdn.microsoft.com/en-gb/library/ms143726(v=sql.120).aspx and couldn't find what I needed.

My database is setup to use SQL Latin1 General.

I am using Nvarchar. When inserting data, i'm prefixing with N. Still my data is showing up ? ??? ??

I'm hoping I'm missing something obvious.
