I cant update 16.04 because of linux headers 4.4.0 -28

I have been trying to fix this error for awhile now, I've tried updating to 4.6, using this How to fix error W: Target Packages (main/binary-amd64/Packages) is configured multiple times in my sources.list file?, sudo rm /etc/apt/sources.list sudo software-properties-gtk Pick your options Save and I just keeping on getting this error

E: The package linux-headers-4.4.0-28 needs to be reinstalled, but I can't find an archive for it.
