Redirect traffic for a specific IP (external) to localhost

There is an external IP address 162.95.240.36 which is running a service on port 19443 and I would like to redirect all requests going to that IP and PORT to local port 19443. The iptables rule that I tried and which doesn't seem to work is:

iptables -t nat -A PREROUTING -p tcp -d 162.95.240.36 --dport 19443 -j DNAT --to-destination 127.0.0.1:19443
