Samba: Make Windows and Linux share permissions

I have two Operating Systems (Windows 8.1 as a client and Antergos as a host). I have all my data on an ext4 formatted hard drive, and have shared this using samba to Windows. My problem is that windows keeps giving errors about any .exe files I attempt to run. The issue goes away if I do chmod 777 ./my_hardrive/*. Is there any way I can set all files to be readable and writable on both OSes (including executable on Windows) automatically?
