Setup Router for multiple connections

I am using a D-link wifi router and the ISP in our institute has provided ip configuration for each devices connecting to their network and there is fortinet firewall too. I am now using the static ip configuration in which the ip is set within the router and no client devices need separate ip configuration , the automatic configuration will work. The problem is that if any device under this router given the firewall authentication, then other devices don't need it. I want to change that to

1)if lan is connected then ip configuration is needed

2)if wifi is connected automatic configuration should work, but there should be firewall authentication window for each device connecting.

Is this possible in DLink single antenna wifi router?

Also I want to know in the way I am using the router now, is the network bandwidth shared?
